RAISE Texas Priorities for the 89th Texas Legislature
RAISE Texas is committed to ensuring that individuals and families have the tools and opportunities necessary to achieve long-term financial stability. We work to build a more inclusive and equitable economy across Texas by addressing systemic barriers to economic mobility.
Our priorities for the 2025 Legislative Session were developed through input from our coalition, beginning with our Community Leaders Meeting in February 2024. Guided by this collective insight, we are partnering with coalition members and partner organizations to advocate for policies that expand economic opportunities—particularly for those most affected by systemic inequities. Our legislative advocacy will focus on the following key areas:
Increase Financial Protections
Protect families from predatory financial services and loans, including expanding protections for
families seeking consumer credit solutions through payday and auto title loans.
Broaden Economic Opportunity
Reduce barriers to higher education, particularly for those with low incomes, by expanding state
grant programs and removing barriers to students re-enrolling in postsecondary education.
Address benefit cliffs and asset limits that reduce the effectiveness of the Child Tax Credit and
Earned Income Credit in supporting household financial stability.
Reduce Food Insecurity
Remove administrative burdens for families receiving SNAP by moving the state from a 6-month to a 12-month certification for SNAP and limiting work requirements for SNAP recipients enrolled in postsecondary education.
Expand Access to Affordable Health Coverage
Improve access to Medicaid coverage by eliminating administrative hurdles to enrollment and
reducing the workload burden on the state.
Address the burden of medical debt by improving access to financial assistance (also known as
charity care) at nonprofit hospitals, creating more cost transparency for patients, and reducing
the impact of medical debt on patients’ credit reports.
